Direct answer

The downloader saves a progressive MP3 when SoundCloud exposes one. It does not re-encode audio to 320 kbps or improve the source stream. When a progressive MP3 is unavailable but a browser-readable AAC stream exists, it saves M4A instead of disguising that file as MP3.

How the browser download works
